The MBNA has worked with the City of Miami Beach for several years on the "Indian Creek Drive Flooding and Mitigation Project" that served to mitigate flooding on Indian Creek Drive from 41st to 26th streets with the construction of a new seawall.  The project also included new landscaping, new wider sidewalks, new lighting system, a continuously delineated protected bike lane, and a lushly landscaped continuous pedestrian pathway.

BIKE LANE DIVIDERS and BUS STOP POINTER DELINEATORS
Since the safety of both cyclists and pedestrians are a priority, we urge the FDOT and the City to paint the bike lanes GREEN.  It is our understanding that if the City agrees to sign a "maintenance agreement" with the FDOT, they would allow the entire stretch of the bike lane to be painted green.

We urge the City to proceed with the installation of  both the ZICLA ZIPPER lane dividers and the POINTER DELINEATORS at each bus stop to mark the area.

Why the Zipper® system?
​
The Zipper® system is a modular traffic separator consisting of modules A, Double A, and B. These allow the rapid transformation of the street through the construction of cycle lanes and roundabouts, widening sidewalks, and narrowing streets at intersections.

The MBNA urges that these dividers have at least 4' open space between them to provide ample room for bicyclists to navigate in and out of the bike lane as needed.

LANDSCAPING and PEDESTRIAN PATHWAY:
The landscaping phase of this project commenced in December, 2023. 

We appreciate the efforts of City Manager Alina Hudak, Commissioner Alex Fernandez,  Public Works Director Joe Gomez, and Asst. Director Rodney Knowles, for listening to the concerns of the MBNA regarding the types and sizes of species of plants and trees being installed.  

The MBNA continues to advocate for a common sense landscaping design for this important roadway that is both beautiful and appropriate.  We urge the City to not allow the installation of certain shade trees that when reaching mature heights, will obstruct the water views of condominiums that deeded in good faith the waterfront sections of their properties to the City for the betterment of the community.  We also urge the City to maintain this area on a regular basis.

2/12/24 WALK-THRU MEETING WITH COMMISSIONER ALEX FERNANDEZ and CITY OFFICIALS.  In addition to Commissioner Fernandez, City Staff including Eric Carpenter and  Rodney Knowles,  and MBNA Members Anamarie Ferreira de Melo, Alicia A. Casanova, Randy Hollingworth and Oscar Vazquez,  walked from 27th thru 40th street to review encroachment of landscaping, size of planted trees blocking views, and the interrupted pathway sections on Indian Creek Drive.

WE NEED A "CONTINUOUS" PEDESTRIAN PATHWAY
The current pedestrian pathway is flawed because it is not continuous.  ​Please read MBNA's position in support of the City's plans for a "Feasibility Study" to find solutions to continue the pathway in all areas where there are gaps.

Good Morning.  The MBNA is glad to know that C7AA, regarding the continuation of the pedestrian pathway on Indian Creek Drive, is on today’s Consent Agenda.

The MBNA has been advocating for a much-needed continuous path on Indian Creek Drive from 41st to 26th street for several years, before construction of this project even began. Although we appreciate the improvements made to the landscaping in that area, we've been very disappointed that this beautiful City amenity does not have a "continuous" path and is therefore flawed in several sections.

We support the June 26th Resolution and encourage the City to negotiate with the owner of the 2811 outlet parcel or otherwise pursue an eminent domain proceeding.  We also support the May 24th recommendation from the "Finance and Economic Resiliency Committee" to prioritize funding for a“Feasibility Study" to determine the design and construction costs associated with a new capital project to develop a continuous walkway for those segments of the Pathway which are currently not connected to the path.

The MBNA requests to be kept abreast of the results of that Study and with all plans for the completion of the Indian Creek Pedestrian Pathway so that we are given the opportunity to provide our input throughout this entire process.  Thank you.

PROPOSAL FOR A CONTINUOUS PATHWAY:

Background:
There is an existing pedestrian path along ICD from 26th to 41st Street, but it is not continuous. There are several gaps where the path is interrupted by fences or other obstacles. 
​

MBNA Proposal:
The MBNA is advocating for new platform extension paths to be constructed in the sections where the space is too limited for the continuation of the current path. This can be installed on top of the seawall CAP to create a continuous path from 26th thru 41st streets without any interruptions. Another option would be floating paths connected to pilings; (see ideas below).

CONCRETE JERSEY BARRIERS
3/1/24 VIDEOS & PHOTOS SHOW graffiti paint on the ICD Jersey Barriers.  Since mortar was applied in 2021 (see video below), the high pressure water applied to remove the current graffiti creates a blurred effect and does not remove it in its entirety. 

The MBNA has been advocating for several years for these required Jersey Barriers to be PAINTED with appropriate material that prevents graffiti pollution.
JERSEY BARRIERS NEED IMMEDIATE ATTENTION!

Although native plantings west of the barriers (that crawl over to the east face) seem like a good idea and are appropriate in theory, they take a long time to grow and need continuous maintenance. 

In order to make it easier for the City to maintain the aesthetics of the Jersey Barriers and easily be able to cover graffiti, the MBNA would like to see the barriers painted with special anti-graffiti paint in a light pastel tone. 

NEW CONCRETE GARDEN STOOLS
3-5-24
​Garden stools were installed on 39th and 40th streets.  The MBNA would like to see these installed throughout the entire length of ICD, and also on the Beachwalk.

NEW BUS STOP SHELTERS ARE NEEDED 
February, 2024. The City has been working on a new high tech bus shelter.  The prototype bus shelter will be installed soon on Indian Creek Drive.

We urge the City to install shelters that provide ample shade and rain protection since the ones being proposed seem to lack that important feature.

MARCH 9, 2021 UPDATE:
During the 3/8/21 CMB Transportation Committee Meeting, it was discussed that due to the delays of the seawall project, the General Contractor is preparing a revised design as an alternative (at an additional cost.) This is the only way they can proceed to finish the installation of the Jersey Barriers and the two road lanes by the end of 2021, without having to complete the entire stretch of the seawall.

LOCATION OF NEW GENERATOR.
The MBNA is in support of the City's decision for the new emergency generator to be installed on the 
northwest corner of the 27th street parking lot on Indian Creek Drive.  Reasons why the emergency generator should be placed in this location include:
1.  Proximity to the pumps on 32nd street;
2. Less noise and visual impact to residential neighbor condo units and hotels;
3. Preservation of parking spaces on the 27th street public parking lot;
4.  Ample space for foliage covering to improve the generator's aesthetics;
5. Easily accessible for maintenance operations.
ON FEBRUARY 9, 2021, THE HISTORIC PRESERVATION BOARD VOTED 4-3 IN FAVOR INSTALLING THE NEW GENERATOR ON THE CORNER OF THE 27th Street PARKING LOT THAT MBNA ADVOCATED FOR. ​
